Julius Neequaye Kotey, the Chief Executive Officer (CEO), revealed that the Driver and Vehicle Licensing Authority (DVLA) collected over GH¢27 million from temporary vehicle registration stickers between January and September 2026 as a result of changes made to prevent income losses in the distribution of DP plates at Ghana’s ports.
Mr. Kotey stated that the income received during the first nine months of 2026 had already surpassed the GH¢22 million generated over the entirety of 2025, during which the authority issued 111,101 stickers.
He blamed the rise on the replacement of aluminum plates with tamper-proof digital stickers and a system that mandates that every car receive a sticker before leaving the port when speaking at the Government Accountability Series on Monday, October 12, 2026.
He stated that “putting the numbers into appropriate context, the revenue related with this DP issuance is as follows.” In the whole year 2024, the government DVLA issued 76,312 DP plates, and that gave us revenue of GHC 15 million.
Kotey further said, “In 2025, we issued 111,101 stickers, generating 22 million in revenue. We have already sold 134,000 DP stickers in 2026, from January to September alone, bringing in over 27 million. So, it is true that revenue is increasing.”
According to him, the data indicate that sticker revenue increased from GH¢15 million in 2024 to GH¢22 million in 2025, topping GH¢27 million in the first nine months of 2026.
The head of the DVLA stated that the change was implemented after the body discovered what he termed enormous revenue leakages in the sale and distribution of DP plates at entry ports.
He stated that the new system was created to guarantee that every car received a sticker before leaving the port, explaining that “we promptly replaced the aluminum plates with tamper-proof digital stickers upon taking office.”
According to Mr. Kotey, the modification has contributed to plugging important revenue leaks and routing the money to the government.
But he didn’t reveal the anticipated revenue loss under the prior system or provide a detailed analysis of the particular losses that were found.
